Liao Ning H.V. Apparatus Quality Test Co.,Ltd. (AQTC) Founded in 1958 and put into operation in 1962, it is a domestic network laboratory. It currently has two fixed testing sites, located at No. 16 Hushi Tai South Street in Shenbei New District and No. 5 Street in the Development Zone. The testing site at No. 16 Hushi Tai South Street in Shenbei New District covers an area of approximately 50000 square meters with building area of 30500 square meters, while the testing site at No. 5 Street in the Development Zone covers an area of 3000 square meters，the fixed assets of 180 million yuan.
At present, the company has established laboratories for insulation, mechanical temperature rise, large capacity, EMC, environment and reliability, which can comprehensively test 24 types of high-voltage apparatus products such as high-voltage AC circuit-breakers, disconnector switches, load switches, etc. according to GB, DL, JB, IEC, IEEE and STL guide.
The former Ministry of Machinery Industry recognized it as a national high-voltage apparatus product quality testing unit and was accredited by the Ministry of Electric Power
Reviewed by the original Ministry of Machinery Industry and the State Administration of Technical Supervision, as well as the metrological certification review
In 2000, it passed the laboratory accreditation of the China National Accreditation Service for Laboratories and the State Administration for Quality and Technical Supervision.
In 2003, it obtained the CQC accreditation qualification for on-site testing laboratory of China Quality Certification Center.
Become an official member of the China High Power Testing Liaison (CHPTL).
In 2009, became an official member of the Asian Meeting of High Power Laboratories (AMHPL).
In 2010, according to the approval of the China Machinery Industry Federation, the name was used as the High Voltage Apparatus Quality Test Center of Machinery Industry.
Reviewed by the National Energy Administration, became one of the members of the National Energy Switchgear Evaluation Center

In March 2026, a cooperation agreement was signed with Rheinland GmbH in Germany for the testing of medium and high voltage apparatus products.
